You retain full control of the plan, with Dillon’s experts acting as your strategic guides.

This is our full-service, end-to-end solution. We begin with a strategic workshop to align with your key interested parties. Then, our team takes full ownership of the process. We will develop a complete, customized DDM Plan in collaboration with your team that covers the various phases of an event. This includes pre-disaster preparations, such as identifying temporary sites and developing draft contracts. Pre Disaster Planning

Disaster Debris Management Plan. A comprehensive plan
to be used in conjunction with a community’s emergency
plans to prepare for disaster debris management that includes:

  • Templates and Protocols: Develop protocols on how to
    define debris, handle various materials, deal with
    incoming vehicles and assign responsibilities.
  • Site Identification: Identify and assess sites for possible
    use as temporary waste handling facilities for surge
    capacity based on the types of wastes.
  • Contractual Agreement: Develop draft contracts and
    establish capacity of service and equipment providers.
  • Debris Clearing Prioritization: Identify key
    transportation routes that will be prioritized for the
    activity of debris clearing.

During a Disaster

  • Initial Debris Estimate: Develop initial debris
    estimation including the types and amounts to
    assist with debris hauling, collection, site selection
    for disposal and preparation (final and/or
    temporary), as well as reuse and recycling options.
  • Responsibilities: Allocate responsibilities
    between departments, governments and other
    stakeholders.
  • Site Setup: Set up of any new temporary transfer
    sites (if required) and contracts (scopes of work)
    with service and equipment providers.
  • Ongoing Site Servicing: Ongoing on-site
    assessment of protocol adherence, natural resource
    management/stormwater monitoring and on-site
    and off-site traffic control.
  • Call Centre Support: Setting up a new or providing
    support to a community’s existing call centre.

Post Disaster Recovery

  • Tonnage and Cost Reconciliation: Reconciliation
    of debris tonnages and costs (QA/QC for any funding
    provided).
  • Temporary Site Closures: Post-operations reports
    and closure of temporary sites; site remediation if
    required.
  • Debriefing: Post disaster debrief with actions
    regarding which Disaster Debris Management Plan
    item(s) need to be updated.
