Functional Design Study & Preliminary Design for PTH 10 – Brandon, MB

Manitoba Transportation and Infrastructure (MTI) retained Dillon to provide consulting engineering services for the functional design study/preliminary design of PTH 10 (18th Street) and grade separation structure (Daly Overpass) and functional design of Pacific Avenue, in Brandon, Manitoba.

PTH 10 is the primary north—south route in western Manitoba, running from the Canada-US Border through the City of Brandon and northly to Flin Flon. The Daly Overpass on PTH 10 was constructed as a 3-laneed structure (one lane north bound and two lanes south bound) spanning the Canadian Pacific (CP) Railway’s Main Line. As the roadways both north and south of the Daly Overpass are 4-laned divided, the existing 3-lane structure created a bottleneck on this important arterial route.

The Daly Overpass was constructed in 1963 to convey traffic over the CP railway tracks and McDonald Ave. The structure comprised of 15 spans of precast prestressed concrete channel girders supported by reinforced concrete piers and abutments founded on spread footings. The structure underwent a major rehabilitation in 1994 where deteriorated girders were replaced, new bridge rail installed and a sidewalk added.

The structure was in need of a major rehabilitation to repair corroded girders and piers and needs to be widened to accommodate four lanes of traffic over the structure. MTI anticipated it is not cost effective to rehabilitate and widen the structure; therefore MTI proposed to replace it.

MTI retained Dillon to provide consulting engineering services for the functional design study/preliminary design of PTH 10 (18th Street) and grade separation structure (Daly Overpass) and functional design of Pacific Avenue.

Dillon proposed three alternatives alignments to replace Daly overpass:

  • Alternative 1: Construct the new north bound overpass to the east of the existing overpass, divert the traffic to the newly constructed north bound overpass, demolish and remove the existing overpass, and construct the south bound overpass.
  • Alternative 2: Construct the new south bound overpass to the west of the existing overpass, divert the traffic to the newly constructed south bound overpass, demolish and remove the existing overpass, and construct the north bound overpass.
  • Alternative 3 Construct both the north bound and south bound overpasses to the east of the existing overpass, remove and demolish the existing overpass.
