Bio

Karla brings over 20 years of experience to stakeholder engagement and environmental assessment projects often in a project manager or team lead role. She has developed and directed consultation programs for numerous infrastructure projects including energy, road and highway, water, wastewater, waste management and stormwater projects. She is a professional planner and has carried out consultation for large scale planning projects. Karla’s process knowledge allows her to effectively design and implement consultation strategies to meet both the project need as well as specific regulatory requirements. Effective consultation is critical to successful projects and Karla has worked extensively with stakeholders to help them understand how different infrastructure and planning projects might affect their communities, and to ensure that their voice is heard in the planning process.

Little River Floodplain Mapping and Sandwich South Secondary Plan - Windsor, ON

Dillon was retained by the City of Windsor to provide updated Little River Floodplain Mapping from the 1985 limits and develop a stormwater management concept for the Sandwich South secondary plan area in conjunction with newly established floodplain limits. Both studies require a thorough examination of the hydrology and hydraulics of the Little River and its respective watershed.Read More

Interim Control By-Law Land Use Study - Burlington, ON

In March 2019, Burlington City Council passed an Interim Control By-law (ICBL) to temporarily restrict the development of lands in the Downtown Burlington Urban Growth Centre and the lands in proximity to Burlington GO Station. The ICBL in Burlington was triggered in response to emerging concerns over development applications with intensities significantly higher than those anticipated in the current Official Plan. Dillon led the completion of this Interim Control By-Law Land Use Study which was completed within a one year period.Read More

Surrounded almost entirely by water, the City of Windsor initiated the Sewer and Coastal Flood Protection Master Plan in response to several significant storm events that resulted in widespread basement and surface flooding throughout the City. Flooding has been a significant issue in the area, impacting thousands of people.Read More

Eglinton East Light Rail Transit Engagement Strategy - Toronto, ON

The Eglinton East Light Rail Transit (LRT) is bringing much needed transit to Scarborough. The LRT will connect people and places on Eglinton Avenue, Kingston Road and Morningside Avenue. Over the past 10 years, Scarborough's transit network has continuously been re-envisioned, re-announced and re-vamped. Residents have been continuously consulted resulting in confusion. The City of Toronto retained Dillon to lead the consultation and engagement strategy for the Eglinton East LRT.

Boyne Trunk Sewer Preferred Alignment

Boyne Trunk Sanitary Sewer - Halton Region, ON

The South Halton Water and Wastewater Master Plan identified the need for a trunk sanitary sewer that could convey existing and future flows to the Mid-Halton Sewage Treatment Plant in Oakville. The existing sewage pump station and forcemain conveying sewage from Milton was at its maximum capacity. The Boyne Trunk Sewer was commissioned to replace the existing system. In 2008, Halton retained Dillon to complete the environmental assessment (EA) and subsequent design and construction phases for the large diameter (up to 2400 mm) gravity sewer.

The Rt. Hon. Herb Gray Parkway is the roadway component of the Detroit River’sNew International Trade Crossing. Federal, provincial and state governments in the United States and Canada partnered to find a solution that provides safe, efficient and secure movement of people and goods across the border. The project, previously called the Windsor Essex Parkway, has an anticipated capital cost of $1.6B (CDN) is being delivered as an Alternative Finance Procurement (AFP). Once complete the new parkway will provide uninterrupted traffic flow. This is the most significant highway investment being made in Ontario.
