In 2019, Manitoba Transportation and Infrastructure engaged Dillon to provide Contract Administration and Construction Inspection (CACI) services during construction of a new bridge and approach roadworks crossing Assiniboine River on PTH 16, West of Russell. The project was completed in June 2021.

This bridge resides on the Yellowhead Highway near the Saskatchewan Boundary, and serves as a vital link between Manitoba and Western Canada. This route is a strategic east-west route and an alternate shipping route to the Trans-Canada Highway, conveying over 1,600 vehicles per day. The existing bridge was constructed in 1964, had exceeded its original design service life, was in poor condition, had experienced several major flood events and required replacement in order to provide a predictable level of service. PTH 16 is on the National Highway System and closure of this bridge would have created increased user costs and have a significant impact on economic enablement restricting the national movement of people, goods and services.

The new three-span bridge was built parallel to the existing alignment at a length of 98.0 metres (m) and width of 12.0 m. The bridge consisted of continuous concrete NU girders, was founded on steel H-piles with cast-in-place concrete semi-integral abutments and a cast-in-place concrete bridge deck with a waterproofing system and an asphalt overlay. In order to tie in the existing roadworks with the new bridge, the project also consisted of approximately 1.8 km of approach roadworks through the Assiniboine River valley.

Dillon assembled a skilled team to complete the work including Contract Administrators, Resident Engineer-in-Training, Construction Inspectors, and Precast Concrete Inspectors. Our knowledgeable team met the management, communication and technical challenges of the project. We utilised our vast experience to administer the work in a cost effective manner with a focus on quality and compliance to specifications. The Dillon project team was responsible for CACI Services. In addition, Dillon was also responsible for the bridgeworks material Quality Assurance and for the roadworks material Quality Control.
