The City of Kingston and Dillon published in Ontario Planning Journal, September/October 2015

The City of Kingston's Manager of Policy Planning and three Dillon planners were published in the Ontario Planning Journal, September/October 2015, produced by the Ontario Professional Planners Institute (OPPI). The articles include:

  • “The Zoning Tradition: Embracing Change” by Rory Baksh, introducing the focus of the magazine around zoning by-law updates. 
  • “Kingston’s Amenity Area Review: Recalibration for intensification” by Rory Baksh and Christina Hovey (Dillon) and Cherie Mills (Manager of Policy Planning, City of Kingston) illustrating recalibrating specific zoning standards to promote broad objectives such as downtown and main street intensification.
  • “Raising the Bar for [Registered Professional Planners]” by Ann Joyner, advocating OPPI’s move to achieve full professional regulation.

Rory Baksh HeadshotRory Baksh is an associate and planner with a unique range of experience in planning and consultation. He has worked on projects for both public and private sector clients, ranging from small site-specific studies to multi-million dollar redevelopment strategies. He has worked extensively throughout Ontario, in many parts of Canada, and internationally. Rory was a former examiner for the the OPPI Exam 'A' and currently sits on the Professional Standards and Registration Committee.

Headshot Hovey 002_webChristina Hovey is a planner with two years’ professional experience. She has worked on developing policy for projects both within Canada and internationally. Through her graduate level work at Queen’s, she gained knowledge of development and land use planning processes as well as relevant policies and legislation. 

Ann Joyner HeadshotAnn Joyner is a partner and planner at Dillon with over 20 years of experience specializing in environmental assessment, strategic growth management, sustainable design and corporate environmental management. She leads Dillon’s planning and design group and is a Member of the 2015 Women's Leadership Initiative (WLI) Championship Team.
