On Wednesday June 7, 2017 the City of Ottawa Transportation Committee approved an update to the City’s Transportation Impact Assessment (TIA) guidelines to align the policy tool with current transportation policies. TIA studies identified on-site and off-site measures to be undertaken by a developer to align post-development transportation system’s performance with the municipal city-building objectives. The TIA guidelines described the scope, methods, performance measures and targets to be used in TIA studies to determine site design and network modification measures required to achieve alignment.
The City has strongly committed to an integrated mobility and complete streets philosophy through its 2013 Transportation Master Plan, 2015 Complete Streets Framework and 2015 Multi-modal Level of Service (MMLOS) Guidelines.
Dillon was retained to prepare an update to its TIA Guidelines to reflect a complete streets philosophy and embed its MMLOS methods in TIA studies.
