Context

The Federal Government is the lead level of government for services such as national defence, coast guard, federally-controlled airports and harbours, postal services and other public services. With these services come facilities, property and infrastructure that require planning, management, design and maintenance, as well as upgrading within the increasingly important context of sustainable development.

Drivers

The federal level of government plays the leadership role in driving sustainable development of the Canadian economy. This is achieved partly through activities in federal departments, and partly through the allocation of federal funds to provincial and municipal levels of government, among others. The driver for continued growth is the health of the Canadian economy, as well as that of our largest trading partner, the U.S.

Outlook

The growth of the sub-sector is related directly to the fiscal health of the Federal Government. Canada has been successful in achieving federal budget surpluses over the past several years. This has been achieved, in part, by significant cut-backs in federal department budgets and a refocusing of spending priorities. Even within this context, however, there remains an increasing need for sustainable growth and associated public infrastructure.

Changing Client Needs

Clients are gearing their expertise and resources to the problem of how to manage more with less. To do this they have to focus increasingly on progressive planning, management and design in areas such as the environment (environmental management systems and contamination), energy (efficiency, greenhouse gas reductions) and infrastructure (real property, buildings and in-the-ground assets).
